What is the criteria for tracklists to receive the option to rate tracks?

I’ve been noticing that the tracklists of some albums are getting the function to rate tracks, but there doesn’t seem to be a criteria. For what reason does this happen?

For example, Sophie Ellis-Bextor’s next album is already set to have tracks rated as soon as it’s released in June. However, her first (and best known) album did not receive this update.

None of Alicia Keys’ albums have this option to rate their tracks, not even her most recent album (excluding the Christmas album).

An example from my country: I recently suggested that Pabllo Vittar’s first album also receive the feature to rate tracks, just like the most recent album received but for some reason my request was denied.
